ExxonMobil Baytown announces Refinery Reconfiguration Project
August 28, 2025

This week, ExxonMobil announced a major new project at the Baytown Refinery. It’s called the Baytown Refinery Reconfiguration Project, and it’s all about getting ready for the future.
The project will update three units at the refinery to make more diesel fuel and lubricant base stocks, which are used in things like greases and Mobil 1 motor oil. The plant will still make gasoline, while also expanding the site’s offering of other products that people and businesses rely on every day.
One part of this upgrade is that the facility will start making Group III base stocks. With this change, ExxonMobil will be the only company that makes all five types of base stocks (Group I to V) — giving customers more choices and better products.
“With over 100 years of investment here in Baytown, we’ve continuously evolved to meet society’s needs,” Glenn Hayes, Manager of ExxonMobil’s Baytown Integrated Complex, said. “This project is the next step –– retooling our facility for the next century.”
The project will create over 700 contractor jobs. Construction will begin at the end of this year, with startup expected in 2028. ExxonMobil said it will work closely with the City of Baytown and local neighbors to manage traffic and share updates as the project moves forward.
This project demonstrates a commitment to Baytown’s future. It helps keep local jobs, boosts the economy, and shows that the refinery will stay strong for years to come.
